Cash, I was/am concerend about the statement issued when the FM was lifted. Specifically

Diligent efforts are being made to satisfy the conditions to resuming petroleum operations which include clarification that the U.S. FCPA investigations of Hyperdynamics will not adversely affect Tullow's operations under the PSC.

We don't seem to know what these conditions are. However, if some type of binding agreement was reached, that modified the terms of the original contract, it seems like the company would have had to report it as a material definitive agreement. Beyond that, restarting the clock on the PSC without restarting the clock on the spud date seems like a poor tactical move. Though it did salvage the stock value to some extent.
My gut feel is that Tullow is onboard, but their investors are more risk averse than their mgmnt. JMHO
