In my hypothetical scenario, investors are paying for the tunnels and the scam artist is keeping the gold. So it doesn't matter to him what they cost.

In fact, having rock drilling and excavation equipment paid for by the corporation can be a way to save money on crushing and removing ore. The fill which is removed from the "exploratory access tunnel" can be crushed for gold extraction.

All on the investors' dime.
