And perhaps the recovery rate is not always very, very, very, very low depending on the rocks you mine....perhaps with a career's worth of knowledge, my hypothetical scam artist could pick just the right mine, which had a few rich veins but not enough to make it attractive to legitimate mining companies.
However, our hypothetical scam artist has got the whole mine to himself. The extraction rate doesn't have to NOT be very, very, very, very, very low.
Then he gets a corporation to pay to buy and improve the mine but keeps all the profit for himself.
