You bend over backward too far to cast my theory impossible. No one would take it amiss if they heard a few loud reports from the wilderness, that is, IF they heard them.
Forest Service land is often open to hunting and there are species that are legal to take all year round.
Many states allow concealed carry. Let's say our hypothetical mine was in Washington. It would be within the territory of mountain lions, black bears and wolves, so there would be a lot of people hiking with guns who might occasionally need to shoot.
Some Forest Service land is open to informal target shooting.
Many mines are underground. If you drill a hole and put blackpowder in it you might not hear it too loudly at the surface. The trees will soon deaden the rest.
Our hypothetical miners could use some kind of jackhammer or pavement-removing device. Those are powered by air so all you would need to run it is a compressor.
Then the rock can be wheelbarrowed to wherever the 4X4 is parked. Do you think the Forest Service investigates every set of tire tracks they find on public land?
