I basically came to the same conclusion and stated this a few days ago, whule I agree the article not mentioning FSPM really means nothing due to the fact the Promoters were not involved with FSPM, but it does add to my thoughts as to why FSPM was scoped out

I have read your posts and think you are right on many fronts. Now I disagree in part as to why the SEC got on FSPM, New info has come to light recently , We know PHOT was/ is a partner with FSPM. Well Phot was suspended first, Now in Comes HotStockAce and group whom recently have been grabbed up by the SEC/DOJ. Seems as though they are involved in a stock Manipulation scheme and yep you guessed it PHOT was one of the companies. These investigations like with HSA span over years sometimes and by the reading of the Complaint the PHOT connection was sometime back(I will dig into that time frame later)

Now I suspect the SEC whom already had multiple alerts out about potential MJ scams and stock manipulation in this field investigating these HSA folks looked at PHOT which also Led them to FSPM for extra scrutiny due to the partnership(also included was as you say investor complaints)

Digging into FSPM revealed Sears whom had past SEC troubles

According to the SEC’s complaint, GrowLife Inc. was part of a broader online promotion of several marijuana-related stocks in early 2014. Mrowca specifically promoted GrowLife through his Money Runners Group website and predicted that the stock price would nearly double. Mrowca, Galas, and Hawatmeh meanwhile engaged in manipulative trading designed to increase the price and volume of GrowLife stock, and they later sold their shares for illicit profits.

I think the DOJ expected to find through trading records a connection to the above named group through William Sears. It is safe to say at this point that connection did not exist or someone else Like Sears would also have been charged I believe.

So far no charges that I know of have been placed on anyone with FSPM or connected to them and obviously they have sold and are selling product(pods)

Also getting money back from the Feds that has been seized could cost more than what they seized, the Feds will only release assets if forced to
