There was nothing silent about the R/S. They told investors days ago when they reduced the A/S. It was nice of them to give current investors a heads up on the pending action.

Obviously, the only thing that delayed the R/S was the final approval from FINRA.

My posted comments are only my considered opinion based on the reality as I see it. Your reality may be different.
