In case it wasnt noticed the exact description given in the "shareholder update" was ALL WINTER DAMAGE REPAIRS WERE COMPLETED.

The 10Q however states that the winter damage hasnt been repaired and lacks the capital for such repairs.


This is exactly what shareholders thought it was all repaired:
