CapEx has been dropping by 20-50% for each of the last four quarters

At least, that is my interpretation of the quarterly data on Yahoo Finance. Can anyone check these numbers?

It seems a very strong indication that ramp-up is proceeding according to plan.

Nobody anticipated the Chinese taking a 50% loss on exports for the first six months of this year. Not even the Chinese.

But, it sets up the stock price as very attractive.

The big uncertainty is the shorts. Where did they get their shares, who are they, when will they cover?
