ya well he can issue shares without an R/S...there has to be a reason for the R/S or he wouldn't do it, so far I haven't seen any reason for that kind of action because the P&D happens @ .0003 and he can issue shares @ .0001 and do a P&D w/o an R/S for ATYG...
