That is my understanding from the filings.
Approx. +/- 500M would be held in RESERVE against Preferred Classes of stock, just in Case one of the major players didn't want to play any more.
But, they are tied so deep in other areas. (See DD) I don't ever see them doing that.

The rest would be done as you said. Only thing this is first come, first serve with *restrictions up to a year. Only issued when needed.
