Who told you that FINRA?
RIGH collapsing because in the real world FINRA doesn't announce to the public its conducting an investigation. Even if there was an investigation, THE PERSON who YOU found out from would be in breach of the law. That information by itself could manipulate the price of the security in question.
By the time YOU -- retail -- finds out, the SEC or FINRA will already have concluded it is planning to bring an enforcement action against against person or company. Not information that's ever released in advance of the action.
