What does submitted mean?

Submitted- past tense -
present (a proposal, application, or other document) to a person or body for consideration or judgment.

vs

KMAG has completed all required SEC/Form 10 tasks and is currently waiting on it's submitted contents

So who did he submit it to? Already established is he submitted nothing to the EDGAR site for SEC review. Submitted to his lawyer, who won't "set it free"? Did he submit it to his tweeter pal? Maybe Reid needs to tell stockholders who exactly he submitted the Form 10 to.
