Las Vegas lists all medical marijuana applicants:

But, none of them are owned by a Company listed on the stock exchanges.

Maybe they are restricting publicly owned MJ companies from opening a Marijuana dispensary.

Could Big Tobacco or some other group behind the scene fighting to hold off this Competition?

Marijuana does not openly compete against big Tobacco, but Big Tobacco definitely would like to grab all these dispensaries if this thing is ever legalized Recreationally.
