I am hopeful that the grand plan (at least when it comes to the issue of cannabis) for the Obama administration is to change the federal scheduling of the substance before he leaves office.

I think both Holder and Obama would rather congress do the honors, but my $$ is on one of them getting it done if congress doesn't.
