Well let’s see if you are in the Naval Academy you get to choose upon graduation or sometime during your time there, you can choose to be a Naval Officer or a Marine Officer. Also if he was attending there during the time of Desert Storm he is entitled to where the ribbon, why because is a MILITARY school and any one serving during that time is entitled to wear such ribbon (IAW Campaign inst). Very common for people to be accepted to the Naval Academy and via the Marines or Navy two switch service during their schooling years there, why because the Marines are a department of the Navy! And Attendance there constitutes service to Country again making him eligible for any award/ ribbons awarded for National defense or Campaign. (if you have not figured out, I am in the Navy so I know). I have also received a response from him.
