I'm waiting for another dip possibly increase but I don't see it dipping below .023 or .02 for that matter. I thought same thing 65 percent odds were really good being the attorney I presume he has some insider knowledge national standard and their foreign connections.

If I had to take a wild guess I think these euro banks that national standard works with likely needs be part of the funding. 1.5 billion on the surface seems out of their 500 million comfort level. Construction slated begin 2015 so I think well get a decision NOV thru JAN 15.
