Clark County, Nevada commissioners on Tuesday approved 101 applications from medical marijuana developers who want to open cultivation, production (processing), and laboratory facilities from Laughlin to Las Vegas. Commissioners approved the vast majority (more than 90 percent) of the applications with unanimous votes, reports Ben Botkin at the Las Vegas Review-Journal, rejecting only five applications from a pool of 106. They had started the day with 112 applications, but six applicants withdrew. In the seven-hour hearing, the commission approved 58 permits for cultivation facilities, 38 permits for production facilities and five permits for laboratory testing. The applicants will still need approval from the state. The five rejected applications were due to unsuitable facilities or lack of expertise in growing cannabis, reports Conor Shine at the Las Vegas Sun. Commissioners earlier this month approved applications for 18 dispensaries in unincorporated areas of Clark County. Among the applicants on Tuesday were Brian Greenspun, editor and publisher of the Las Vegas Sun, and Randy Black, a longtime casino executive and businessman who retired last year from Mesquite Gaming. Black got approval for his company, Clear River, to set up a cultivation and production facility in Laughlin; he had also previously received approval for a dispensary in Laughlin. "It's a lot of luck and a lot of preparation and a lot of prayers," said Black's attorney, Bob Gronauer Jr. Tuesday's process, in sharp contrast to the dispensary phase, approved almost all applicants. During the dispensary phase earlier this month, there were 79 applicants aiming for 18 licenses, meaning 61 losers and just 18 winners. That made for a lighter spirit on Tuesday as applicants chatted in the hallway, waiting their turn before the commission. The commission imposed a six-minute limit for each presentation, according to Chairman Steve Sisolak, but he said commissioners had often already visited individually with the applicants and toured their proposed sites. Sisolak said he supported approving as many qualified growing and processing facilities as possible. "We wanted to make sure we had more than an adequate supply" in order to keep costs down for patients, he said. According to Sisolak, some of the applicants approved on Tuesday likely won't ever open due to the high costs of starting up a marijuana growing operations. "This is a great alternative for patients," said Maria Wilson, co-manager of Vegas Valley Growers. Wilson, who has a background in pharmaceutical device sales, said her company received cultivation and production permits. Many of the applicants stressed the security aspect of their planned operations; in one case, employees will be required to wear uniforms without pockets to keep theft down.
