It's difficult to come up with a "norm" since the MSA process isn't common Process these days. Most approvals, ~30 if I recall, occurred during the 90's under different government administers that are likely long gone. There aren't that many MSA approvals after the 90's. This process may look foreign to administrators since it isn't like obtaining a business license for example.
