I posted that penalties apply when you do not report what you owe.
The reason is that if you report you owe then you are on the IRS collection list and have to work out a payment plan. If you don't report the IRS has to track you down, and when they do you pay for it in penalties.

You assume that there were penalties applied and offer no proof.
