I e-mailed Investor Relations regarding the $175M shelf offering and Bernie was great. He got back to me in 15 minutes and here is his answer regarding the why and the timing of the filing:
"We are advancing a technology and building a company. Over time we will raise capital and invest it as the Board and management thinks is prudent.
We just announced a great step in our technology development that opens many doors that much wider. While the shelf filing is not in itself a capital raising, it says that we have the conviction that our opportunities are important and worthwhile enough to invest in and potentially raise more capital for in the future. One example would be to potentially finance a phase III study."
