Dude, I explained it already and it is well known. Offor, ERHE's biggest shareholder and billionaire, who was likely to participate did not most likely because of the Kenyan news.

To say that Offor's 16 million dollars which was not invested caused the offering to be a failure is splitting hairs.

Offor didn't participate. For good and legitimate reasons. Period.
