You should read the guidelines - the types of entities allowed to grow, sell, distribute marijuana in particular. Patients, caregivers, co-ops, collectives. QEDN seems to fall in the category of a collective.
A collective must be non-profit. Neither QEDN nor Emerald Med Farms is a non-profit. They can't be, because by definition a non-profit can't be owned.
That means a company can't issue stock, and it can't be a "fully owned subsidiary" of another company. Look it up.
