Yes it is changing but hemp and CBD are not illegal. All you have to do is show that and you can get legally financed. A lawyer can help there. Hemp is not marijuana it does not have thc like marijuana or in any decent amount therapeutic and there are already publically traded companies using all these ingredients and there are banks that specialize in providing for companies in cannabis these days. Ill look up the laws right now actually..
