Well at first it just looked like a continuing circle. They are filing a notice so they can continue filing. Never ending. But after looking at your response and I looked a little deeper, looks like a "notice to file" is technical term where you know the judge has disallowed your case and you are trying like hell to get it re-entered with a bunch of edits. Im no lawyer, but in looking at references you submit notice to file when you know your screwed.
