wingnut, it appears that you're in fact picking and choosing. Emerald falls under the second section of the ordinance that refers to the Attorney General's guidelines. They are not subject to the first section regarding 25 plant parcels etc.
They're actually not subject to the local ordinance at all and only the Attorney General's guidelines as referenced in the ordinance.
