I believe the date on the cert is 4/6/14. I am new at this myself so I'm probably not the best one to answer many questions. Just learning as I go. I just know what I was told by Etrade as to what I had to do in order to get them into my account then wait til the restriction deadline and fill out another form to get them unrestricted. Seems pretty simple from how it sounded. My envelope that the cert came in was hand written from FRTD with a New York address.
