Yes, it reads like a statement that has been prepared to cover one's bottom once the truth starts to leak out.

Mind you, all they have to do to reassure us is to announce a piece of software that is ready to buy or a film that is ready to go to the cinema. Even a half written script scrawled on a piece of used toilet paper using a green crayon would be a start.
