This stops the note holders from usurping Lloyd's death grip on COWI. Lloyd can file for his 7th? R/S any moment. Lloyd needs someone to buy close to a billion shares to get this off no bid. If you are watching even occasionally you will notice the 0001's for sale are bottomless. Lloyd may have some real problems when he can't generate enough confusion to get traders to buy even a million shares at 0001. No buyers= no paycheck to the note holders with billions of shares to dump.
