My guess, what is really going on is a very slow, poorly funded start. Some good ideas but struggling for the money to make it all happen. So they publish their ideas hoping it will move the pps up but so far not working. Don't expect to much from the new website. It too will be a start but only that.

It is easy to figure out what you believe. The difficulty lies in determining - is what you believe the truth.
