(aka) A nation's politicians at "work" to spend tax money collected

Its well knowned that the amount of power/influence a politican has
is directly measured by the amount of tax money he or she controls.

Here "controls" translates into "spending."

Spending money is a transfer of values.

Your government delivers your cash to obtain goods & services.

Where a particular politician will target a place to create goods & services
depends not on value received, but on his or her re-election.

"All politics is local."

a.k.a. Target your "hometown" of voters.

Now imagine a situation "of old" where a nation's defence needed "big hardware."

But now advances in science and technology has changed "what works."

(example) aircraft carriers

Want to destroy the "latest & greatest" of today or tomorrow?

Simple, load into the guidness system of a half dozen cruise missle the location of carrier,
and when they get a few miles from carrier explode "dime-a-dozen" nuclear war-heads.

Wait a week until all personal on carrier is sick with radiation poision
and pirate Captain Blackbeard (1680-1718) could "take" the boat.

Gosh Fred could get super hot about the following where politicians of Britain and France
set another example of insanity all in the name for them to get re-elected.

Britain and France will jointly build three new huge aircraft carriers to be delivered
between 2012 and 2014. These 275-meter-long carriers will cost about $4 billion each,
but with their reduced crews due to automation, they'll save more than $6 billion
to taxpayers during their 50 years of use.
