If I believed they were out of business, I would sell all my holdings, at whatever price I could get, and move on.
I don't believe they are out of business. At the same time, I have no explanation for why they are so late in filing. But I know from hard experience that most Chinese companies do not rank on-time SEC filings as a high priority, so I do not equate late filings with "out of business."
There are lots of reasons, other than out of business, that can explain their action. Out of business is the most negative of all the possibilities.
