Dear Ms. Tomyn,

Have you obtained financing for the St. Croix project you recently announced with VIASPACE?

I see more grass was planted but hadn't seen any other updates. I was also curious to know if you had broken ground on the plant.

Thanks for your time,

Mr. XXX

Thank you for your interest. Please see my responses below:

We have secured debt financing.

Tibbar is finalizing EPC contractor contracts and expects this to be final this month. We have a permitting team in place and that process is on schedule. We will not break ground until we absolutely have to as we are trying to get as far as we can on design for final subcontractor award reasons. Overall, we are on schedule to launch and produce 7MW before the end of 2014.

Warm Regards,

Tania Tomyn

I wondered then how someone could get approved until a design was completed. I could never get approved by a bank to build a house UNTIL they saw the design and it was appraised.

Finally, this week, Tibbar Energy was also approved by the US Virgin Islands Government Employee's Pension Fund (GERS) for a $15 million dollar loan. Tania Tomyn, Tibbar Energy CEO, said, "We are pleased to report that the project is moving through its final permitting stage and design. We expect our Engineering, Procurement and Construction (EPC) contractor to start construction this Fall.

The Virgin Islands Government Employees Retirement System has quite the history........just Google it. I am sure this is connected to the fund, which would most likely be government funded. Oh, and it is. See below. (Hello California)

ST. THOMAS - Two months after Willis Todmann resigned as the Government Employees Retirement System administrator and chief financial officer under pressure by the board of trustees chairman to step down, board members on Thursday decided to ask him back as a consultant.

Government issued loans from a pension fund involving alternative energy.......hmmm. What could go wrong?

An update on FARMER's growing the grass would have been nice. Have they even found any?
