For the first part Options Media never changed their name to PhoneGuard... Phoneguard, Inc. was a subsidiary of Options Media. Phoneguard was an app that they tried to sell but that was the problem... it was only an app and was quickly defeated with apps developed for free.
The website is just that... an abandoned website that "somebody" has access to and posted the jpeg that resides there now.It's a little misleading since someone might think that Broward County has the site locked down, but that is not the case. Also, the domain is for sale for $100,000. If you view the source of the page you can see this...
You really can't determine who owns/accesses the domain since it is masked by private registration. Who knows? Maybe it was awarded as part of settlement... Lucky Them!
