It's risk free bio. They only do FDA trials with drugs they know work. They get the Russians and Indians to do the clinical trials then phAse 1-3. This is at no cost to them.They then take the results and decide whether or not to proceed.
The beauty is its a delivery system that makes drugs more efficient for example Baxter will have a once a week drug instead of their current once a day.
Oncohist is being done in Russia and the Dana Farber, again at no cost.
