History of Green River Refinery that ORFG signed LOI for:

The Green River Refinery was designed in 1990 by Mr. Eugene Dalton and was estimated to have been con- structed during 1992 and 1993, although another account has the refinery constructed in 1994. It was built for the purpose of operating either as a crude oil refinery or a used oil reprocessing plant. It initially only operated as a used oil reprocessing plant. The original business plan estimated running 1,500 bbls per day with the ability to scale to 2,000 bbls per day. The permitted capacity was 2,800 bbls per day. The refinery was closed in 1995 because the State of Utah only authorized the refinery to process used motor oil and the additives blended into the motor oil, kept the operation from running within state specifications. Reportedly it was washed clean of hydrocarbon liquids and purged of
vapors when it was shut down.

On August 7, 2006, Coyote Oil Company, Inc. (“Coyote Oil”), the wholly-owned subsidiary of Suncrest Global Energy Corp., completed the sale of its mini oil refinery prototype. Coyote Oil sold its mini oil refinery prototype, the land and assets related to that property, located in Green River, Utah, to Ecodomaine Refining, Inc., a Utah corporation (“Ecodomaine”). Pursuant to the agreement, Ecodomaine agreed to pay a total purchase price of $500,000 for the mini oil refinery.
EcoDomaine requested approval in November of 2007 to restart the refinery as a used oil refinery and received approval under an amended approval order to do so in January of 2008.

In addition to the original refinery equipment, there is a storage building, a 2,000 SF office with kitchen, pipe racks, six tanks in the tank farm, rail access, and Amtrack stops in Green River on route to SLC and San Francisco.

Ecodomaine Refining, Inc before actually completing the purchase of Green River Refinery, spent past 1 year refurbishing the Green River Refinery.
Take a look at this paragraph from this article which was published in Nov 2006:
“Bigelow, a Green River native who intends to return to Utah, said EcoDomaine has spent the past year refurbishing the plant that shut down at least eight years ago. There are still a couple of tanks to build, he said.”

After refurbishing Green River Refinery in 2006, Green River Oil Refinery was valued at over $16,500,000 in 2006.

Later in 2010, assets of EcoDomaine Refining were auctioned off to “Private Capital
Group, Inc. as agent for those individuals/entities listed on the
Exhibit "A" of the deed of trust, ("Beneficiary"), whose mailing
address is c/o Private Capital Group, 160 W. Canyon Crest Road,
Alpine, UT 84004,”

This Private Group is one that’s managing the LOI with ORFG and they are :
