No one can obtain a judgment lien unless there is an existing financial judgment from a court of law that hasn't been paid.
Judgment liens are not like mechanic's liens which can be filed on real property without a court judgment based upon alleged non-payment for labor or materials. A "judgment lien" requires a previous legal judgment.
