Incorrect. The six judgement liens are the result of financial judgments issued in lawsuits for unpaid debts which PV Enterprises and/or Peter Villiotis lost. I doubt that Peter even defended these suits.

No one can obtain a judgment lien unless there is an existing financial judgment from a court of law that hasn't been paid.

Judgment liens are not like mechanic's liens which can be filed on real property without a court judgment based upon alleged non-payment for labor or materials. A "judgment lien" requires a previous legal judgment.
