Because of the fact they are still waiting on China mobile and Reliance to outline their full launch date. Right now both have luanched their 4G services but are still working on getting their networks ready. I think the CEO said that reliance was shooting for June or July of this year. I know they just hired 500 top of the tier networking and development guys to get that done.
