Yes, they must be. And they are doing so at lower and lower share prices. I guess rule number 1 in investing is investing in a company who's CEO believes in maximizing shareholder value. Dont invest in a CEO who has a build it and they will come approach. Because current shareholders will get wrecked along the way with that approach.
