RS is Red Flag here, because most shareholders with millions of shares will sell as soon the RS would be announced and price would go to the trips in a few hours. Believe me, it happened to me many times and it never worked with penny stocks. Btw. I'm doing penny stocks since 1996 so I know what I'm talking about from experience...
