That's mostly true. Once you create a Twitter account (which is free), you can search by name or organization and choose to follow the person you are interested in. It's not like Facebook where you have to send Friend Requests and they have to accept - you just click follow.

You don't necessarily need to follow someone to see their tweets. You would just have to search by their name each time you wanted to see what they were tweeting. By following them, their tweets automatically come up on your timeline any time they send one out so that's nice.
