My guess is that it is a complicated thing to integrate, seamlessly, the various software functions into one platform. As a result, they anticipate some efforts will be required to accomplish this. They probably, at this moment in time, don't know the end result costs and design work that has to be undertaken to meld it all into one platform. So they put this initial agreement in place to get it going, with the anticipation of firming up a final deal in the end.

This looks to me as if this will be the 'click' to use and pay type of business model for PR3D.
