I believe that both PVEC and the Pan AmericanSeaways Panama to Colombia are/were scams run by Peter Villiotis whom I believe to be a con artist.

And if this was true then how come authorities have not done anything about it?

US law enforcement authorities have no ability to prosecute scams run in other countries. The ferry scam was run out of Pamana, not the U.S.

I can't explain why Panamanian authorities did not prosecute Peter Villiotis for this obvious scam. One suspicion is that because at least one Panamanian governmental agency seems to have been duped by Peter, they would rather not expose their own incompetence.
