Peter seemed to have partnered with a travel agency named Aventuras 2000 to promote the ferry service. It's unknown if Aventuras 2000 knew it was all a scam. I suspect they were just pawns in the scam.

Even though Peter Villiotis was promoting it with published schedules, was selling tickets and employed reservation agents to answer questions and make reservations, the ferry service was never even close to happening. Peter never had control of the Nissos Rodos Ro-Ro ferry that was supposed to be used for the service and perhaps never had any seriously-considered negotiations for the ship with Hellenic Seaways, it then and current owner.
Peter may have just used the online Hellenic Seaways online virtual tour of the Nissos Rodos to make his scam seem more realistic and appealing.
Peter Villiotis is an obvious con artist IMO.
