Yes, they are selling the legal parts of the Cannabis plant. Hemp is Cannabis. Sterilized seeds and stalks and PRODUCTS made from those parts of the Cannabis plant are legal to import and sell. They are not violating the CSA as they are selling what is legally defined as hemp under the CSA.

I don't how much clearer those links can make it. Hemp comes from the Cannabis Sativa Plant.
