Investors are the buyers. It might be easier to list the trades that are considered non-open market trades which is purchasing or selling shares directly with the company. An insider can exercise the option to trade their shares that were not purchased on the open market (exercise their option) then they can sell into the open market. With larger stocks mostly, there's also a tender offer.
