As my memory serves me, I believe that the announcement from Zo came on or around the 1st of April; at least a month for it to happen was expected.
Of course "someone" gave the board a date of the 7th of April for the change to occur, suggesting that the paper work had been submitted 3 weeks before the PR. That got spread and repeated a great deal in the build up to .01 but was never backed up.
