I was wondering, then why does the O/S keep going up?

I know some of it is because they have given away some shares to satisfy some debts and/or services. But they don't have any revenues, yet. So, the Company does need to sell some shares from time to time to raise some capital for operations. And the Company would sell them in the market. Correct?
