VNDM is a market maker that companies/debt holders use to dilute stock. They show only 10K shares at the ask, but in reality they have way more to sell. While they sit on the ask, the stock cannot move up, because they soak up all the buying. However, they have now moved off the ask, and are sitting at .015. So you have room to move up to .015 now.
