No that's not what they mean by liberal. But like all good politicians, Kennedy was very good at framing his own question and then answering it.

But in by the 1960s the country was well overdue for social change, and in the 80s, Reagan cured the country of its tax/spend/labor unions going on strike every 18 months addiction, so everything worked out.
