I have to admit that your pictures were not fake. I also was there around six to seven months ago and saw exactly the same thing as you did. I also check PVEC's office at the same time. Your pictures are accurate unfortunately. I did not go to the back of the building where dumpsters are but I never saw the need for it. Operation happens inside not next to the garbage cans.
